 Former AAP Worker Nirdesh Kumar Struggles for Justice from His Own Government – Trapped in a Bureaucratic Web

– While the Aam Aadmi Party (AAP) government in Punjab projects its governance under the banners of "War Against Drugs" and "War Against Corruption," the reality on the ground tells a different story. A glaring example has surfaced from Hoshiarpur, where Nirdesh Kumar, a former committed AAP worker, is battling his own government for justice in a land dispute.

Nirdesh Kumar, a resident of village Mukhliana, Post Office Khas, Tehsil and District Hoshiarpur, and son of the late Sansar Chand, served the party tirelessly for over 15 years, enduring extreme weather and challenges. Yet today, he finds himself deprived of his ancestral land due to alleged collusion and negligence by revenue officials.

Speaking at a press conference in a Hoshiarpur hotel, Nirdesh alleged that despite repeated visits to senior revenue and administrative officials, he has received nothing but disrespect and harassment. His plea for justice has fallen on deaf ears.

He claimed that his rightful land case was already in Hoshiarpur Civil Court, but the local revenue officer (Kanungo) and his own lawyer allegedly conspired to prepare a false mutation report and forced him to sign documents, resulting in the closure of his case.

Following this, Nirdesh submitted two written complaints to the Deputy Commissioner of Hoshiarpur on April 26, 2024 and February 18, 2025, attaching all relevant documents including the allegedly forged election/mutation record. The DC acknowledged the complaint and forwarded it to the SK Branch for action. However, even after five months, there has been no resolution.

On September 27, 2024, Nirdesh escalated the matter by writing to Punjab Chief Minister Bhagwant Singh Mann, attaching copies of his earlier complaints and requesting a thorough investigation. He stated that five properties, two wills, and one registry have been manipulated fraudulently. He demanded that the case be made public to expose how corrupt officials misuse their power to help the influential and suppress the poor.

Allegations of Assault by a Senior Official's Relative:

Nirdesh further alleged that on April 26, 2024, while submitting his grievance to the Deputy Commissioner, he faced physical intimidation and abuse. He accused Baldev Ram, a relative of a senior government official and resident of village Degrian, of using influence over revenue staff to fabricate an illegal will in his father's name. This, he said, was done in collusion with patwaris and Kanungos, denying rightful shares to his aunts, sister, and himself.

He also claimed that a false report was prepared with the help of his lawyer to mislead the system. “I have no source of income and cannot afford to fight this battle without help,” he added, appealing for a fair investigation and strict action against the wrongdoers.

Present during the press conference were Sarpanch Omkar Singh (Mukhliana), Sukhwinder Singh, Satnam Singh, and Pargat Singh, all expressing support for Nirdesh’s cause.

Action Taken by Deputy Commissioner’s Office on CM’s Intervention:

Following the complaint to the Chief Minister, the Deputy Commissioner’s Office, Hoshiarpur, through the Kanungo Sadar Branch, issued a letter acknowledging the receipt of applications dated April 26, 2024 and September 27, 2024, and confirmed the matter was forwarded for inquiry as per the SDM’s report.

However, it appears that the road to justice remains blocked for Nirdesh Kumar. In his latest appeal, he has earnestly requested Chief Minister Bhagwant Mann to personally intervene, ensure his rightful claim is restored, and take strict action against the corrupt officials involved.
