“मोदी सरकार का जातिगत जनगणना का फैसला ऐतिहासिक, सामाजिक न्याय को मिलेगी नई दिशा” : चुग

भारतीय जनता पार्टी के राष्ट्रीय महामंत्री तरुण चुग ने आज चंडीगढ़ स्थित भाजपा कार्यालय में डॉ. भीमराव अंबेडकर सम्मान अभियान के अंतर्गत आयोजित प्रदेश स्तरीय विचार गोष्ठी को संबोधित करते हुए प्रधानमंत्री नरेंद्र मोदी द्वारा जातिगत जनगणना को आगामी जनगणना में सम्मिलित करने के निर्णय को ऐतिहासिक और निर्णायक बताया। उन्होंने कहा कि यह कदम केवल आंकड़ों की बात नहीं, बल्कि सामाजिक न्याय की दिशा में एक क्रांतिकारी परिवर्तन का प्रतीक है।
चुग ने कहा, “जातिगत आंकड़ों के बिना न तो सही योजनाएं बन सकती हैं और न ही सामाजिक असमानता को दूर किया जा सकता है। मोदी सरकार का यह निर्णय वंचित वर्गों के लिए योजनाओं को और अधिक प्रभावी और लक्षित बनाएगा। यह सरकार दिखा चुकी है कि वह केवल नारेबाज़ी नहीं, बल्कि नीतिगत प्रतिबद्धता के साथ काम करती है।”
उन्होंने कांग्रेस और I.N.D.I गठबंधन पर तीखा प्रहार करते हुए कहा, “जो आज जातिगत जनगणना की बात कर रहे हैं, उन्होंने सत्ता में रहते हुए इसे लगातार टालने और दबाने का काम किया। 2010 में तत्कालीन प्रधानमंत्री मनमोहन सिंह ने केवल विचार का आश्वासन दिया, और अंततः एक अधूरा सामाजिक आर्थिक सर्वेक्षण कराकर जनगणना से पल्ला झाड़ लिया। कांग्रेस की नीयत साफ नहीं थी, और आज भी वह इसे सिर्फ एक राजनीतिक औजार के रूप में देखती है।”
तरुण चुग ने बताया कि कैसे अनुच्छेद 246 के तहत जनगणना केंद्र का विषय होते हुए भी, कुछ राज्यों ने अपनी राजनीतिक मंशा से जातीय सर्वेक्षण करवाए — जिससे समाज में भ्रम, असमंजस और तनाव की स्थिति बनी। मोदी सरकार अब इसे स्पष्ट और पारदर्शी रूप में जनगणना का हिस्सा बना रही है, ताकि योजनाएं ठोस और असरकारी बन सकें।
चुग ने बाबा साहेब को युगदृष्टा और भारत की आत्मा करार देते हुए कहा कि कांग्रेस के शासन में न सिर्फ उन्हें लगातार हाशिए पर रखा गया, बल्कि उन्हें संविधान सभा में पहुंचने से रोकने तक की साज़िशें की गईं। “भारत रत्न तक देने में कांग्रेस ने 40 साल का विलंब किया। यह गौरव उन्हें तब प्राप्त हुआ जब कांग्रेस सत्ता से बाहर थी और भाजपा समर्थित सरकार केंद्र में थी,” चुग ने जोर देकर कहा।
उन्होंने कहा कि “अटल बिहारी वाजपेयी जी की सरकार ने संसद के हाल में बाबा साहेब का चित्र लगाया, और प्रधानमंत्री नरेंद्र मोदी ने पंचतीर्थों के माध्यम से उनके जीवन को राष्ट्र के स्मृति केंद्रों में बदल दिया। कांग्रेस, जिसने बाबा साहेब को जीते जी जगह नहीं दी, वही आज उनके नाम पर राजनीति कर रही है।”
इस अवसर पर तरुण चुग ने यह भी कहा कि “मोदी सरकार वही सरकार है जिसने सामान्य वर्ग के आर्थिक रूप से कमजोर तबके को बिना किसी सामाजिक टकराव के 10% आरक्षण दिया। यही सरकार है जिसने पिछड़ा वर्ग आयोग को संवैधानिक दर्जा दिया और बाबा साहेब के अधूरे सपनों को साकार किया।”
अपने संबोधन में तरुण चुग ने पंजाब की भगवंत मान सरकार पर भी हमला बोला और कहा कि “जहां मोदी सरकार बाबा साहेब के विचारों को ज़मीन पर उतार रही है, वहीं भगवंत मान सरकार ने उनके सिद्धांतों का अपमान किया है। पंजाब में दलित, पिछड़े और वंचित वर्गों की उपेक्षा हो रही है। शिक्षा, छात्रवृत्ति और सामाजिक न्याय के क्षेत्र में गंभीर गिरावट आई है। बाबा साहेब के नाम पर राजनीति हो रही है, पर उनके विचारों पर कोई काम नहीं हो रहा।”
चुग ने स्पष्ट किया कि प्रधानमंत्री नरेंद्र मोदी ने ही बाबा साहेब के असली अनुयायी होने का प्रमाण दिया है — “चाहे अनुच्छेद 370 को समाप्त करने की बात हो, या SC/ST और OBC आयोगों को संवैधानिक दर्जा देने की बात हो, मोदी सरकार ने हर मोर्चे पर बाबा साहेब के अधूरे कार्यों को आगे बढ़ाया है।”
अंत में तरुण चुग ने कहा, “आज आवश्यकता है एक ऐसे भारत की जो बाबा साहेब के विचारों पर आधारित हो — शिक्षित, न्यायपूर्ण और समावेशी। और यह सपना प्रधानमंत्री मोदी के नेतृत्व में ही साकार हो रहा है।”
Tarun Chugh Hails Modi Govt’s Decision on Caste Census as Historic, Slams Congress for Politicizing Social Justice

Addressing a state seminar under the Dr. Bhimrao Ambedkar Samman Abhiyan at the BJP State Office in Chandigarh, BJP National General Secretary Tarun Chugh described the Narendra Modi government's decision to include caste-based enumeration in the upcoming Census as “historic, visionary, and a defining moment for India’s social justice landscape.”
“This is not just about numbers,” Chugh said. “This is about policy, precision, and purpose. Accurate caste data will allow targeted policymaking for the most deprived sections and strengthen India’s social architecture. The Modi government is demonstrating, yet again, that it works with commitment, not slogans.”
He sharply criticized the Congress party and the I.N.D.I alliance, stating that “those who now parade as champions of caste census never showed the will to conduct one when they were in power. From Independence till today, not a single full-scale caste enumeration was done under Congress rule. In 2010, then PM Dr. Manmohan Singh only promised ‘consideration,’ and even that ended in a compromised SECC survey. It lacked intent, transparency, and seriousness.”
Chugh added, “Despite Census being a Union subject under Article 246, some state governments ran politically motivated and opaque caste surveys. These initiatives created confusion and division. In contrast, PM Modi’s government is now integrating caste census directly into the national enumeration process — ensuring both transparency and accuracy.”
Highlighting the government’s consistent focus on social equity, Chugh said, “This is the same government that extended 10% EWS reservation for the economically weaker sections in the general category — without any social unrest. It’s also the Modi government that granted constitutional status to the OBC Commission — a demand long ignored by Congress.”
In his address, Chugh also took aim at Punjab Chief Minister Bhagwant Mann, accusing his government of “betraying the ideals of Dr. Ambedkar.” He said, “Dalits, OBCs, and marginalized communities in Punjab are facing gross neglect under the AAP government. Scholarships have stalled, education has collapsed, and employment avenues have shrunk. The Mann government has reduced Dr. Ambedkar’s legacy to photo-ops and slogans, while ignoring his values on the ground.”
Calling Dr. Ambedkar a visionary and the soul of India, Chugh reminded the gathering that Congress not only continuously sidelined Babasaheb during his lifetime but also tried to prevent him from entering the Constituent Assembly. “Even the conferment of the Bharat Ratna was delayed by 40 years — a recognition that came only when Congress was out of power and a BJP-supported government was in place,” he emphasized.
Chugh credited Atal Bihari Vajpayee’s government for placing Dr. Ambedkar’s portrait in the Parliament gallery, and hailed Prime Minister Narendra Modi for developing the Panch Teerth — five commemorative sites that honor Ambedkar’s life and legacy. “The very Congress that refused to give him space during his lifetime is today politicizing his name for electoral gains,” he said.
Taking direct aim at Rahul Gandhi, Arvind Kejriwal and other leaders of the I.N.D.I alliance, Chugh remarked, “The same leaders who keep losing elections are now preaching constitutional values, while their predecessors systematically opposed reservation, suppressed OBC rights, and consistently undermined Dr. Ambedkar’s ideas.” He reminded the audience that “Pandit Nehru had written letters to state chief ministers directing them to oppose the reservation policy, Rajiv Gandhi openly opposed OBC reservation on the floor of Parliament, and Rahul Gandhi went abroad to suggest ending reservations altogether.”
Concluding his speech, Tarun Chugh said, “Dr. Ambedkar dreamed of an India that is educated, empowered, and equal. Prime Minister Narendra Modi is turning that dream into a reality. Those who insult Babasaheb’s legacy or misuse his name for political theatre will be held accountable — by the people and by history.”
